7th Pay Commission: DA Likely to Hit 59% in July 2025, Salary and Pension Set to Rise

The 7th Pay Commission is still impacting the finances of more than 5 million central government employees and 6.5 million pensioners. A recent update in July 2025 has increased optimism with the proposed Dearness Allowance (DA) hike. This is in accordance with inflation rates and the CPI-IW trends, working towards the mitigation of price increases.

DA Hike Expected to Reach 59% This Month

The current DA rate rests at 55% due to a 2% hike earlier this year. Most analysts expect a 3% to 4% hike from CPI-IW data post 1 July 2025. This will most likely push the DA to 58% or 59%, which will subsequently improve the monthly wage and pension. A final announcement is anticipated in September, after which the amount will be cleared in arrears.

Impact on Salary and New Pay Calculations

For a new employee with a ₹18,000 basic pay, a 3% hike on DA to ₹540 will be applicable. Taking allowances into account increases the total salary to almost ₹28,440 monthly. Pensioners will benefit from increased Dearness Relief, or DR, which will subsequently help with inflation.

Pricing Structure and Fitment Factor Analysis

The fitment factor is an important aspect related to the salary structure under the 7th Pay Commission. While the current multiplier is set at 2.57, there is speculation on the multiplier for the 8th Pay Commission. For the time being, the 7th CPC appears to be the framework being used for the payscales. The minimum basic pay is set at ₹18,000 and the pension at ₹9,000.
